The Pentagon’s top civilian and military leadership have blessed a new joint operating concept outlining how U.S. forces will coordinate and implement current and future global cooperative security operations, according to a copy of the document reviewed by Inside the Pentagon.

Defense Secretary Robert Gates and Chairman of the Joint Chiefs of Staff Adm. Michael Mullen, along with U.S. European Command chief Army Gen. John Craddock and U.S. Joint Forces Commander Marine Corps Gen. James Mattis approved the document on Sept. 19. JFCOM and EUCOM were the lead organizations tasked with formulating the new guidance, known as a joint operating concept (JOC) in Pentagon parlance.

“This concept attempts to answer the challenging question, ‘How does a joint force commander (JFC) contribute to fostering a security environment favorable to U.S. interests as well as establish a solid base for effective crisis response?’” the document states.
