Is a 325 Ship Navy Optimal?

The Washington-based think tank  Center for National Policy recommends that the Navy should grow its fleet to 325 ships by 2025 — 12 more than the Navy has planned — and pay for the increase by moving to lower-cost platforms and cutting unnecessary requirements like the top speed on the new Littoral Combat Ship.
